[CLUG] Open source mp3-like codec

You have to fetch source via CVS, but it compiles easily enough. The
command line tool doesn't compile but some "example" progs do, as does a
XMMS plugin. Tested it on a wav file and it was about 200k shorter than
the mp3 :)
Audio quality is quite good but I don't have great speakers here ..
further investigation at home required!
