PostgreSQL is feature-complete but not the fastest. MySQL is very fast but,
while it has an SQL subset for queries, it lacks some features that are
useful for implementing relational DBs (e.g. views).
Both of these databases have Perl interfaces, although the one for
PostgreSQL shows its C provenance rather too much.
There are others, but these two are the only ones I have tried.
