It should *not* be that way.  Read this and all the referenced
documents (there are four of them).  If you can think of something new
to add, be my guest.

If you're using Outlook, use "reply to all", and delete the non-list
addresses.  If you have a choice, don't use Outlook; there are many
mail clients that were written by people who *understand* how things
are supposed to work.  If you don't have a choice, change companies.
