Probably because as a security measure you're better off
keeping apache as a seperate user other then nobody,
these days alot of apps that run with their privileges
dropped run as ``nobody'' this isn't good if someone
makes apache do rm -rf / either by SSI Exec calls,cgi scripts
or whatever else.
Then again that reason could be way off why they changed it :)
