Sounds like you're using pulse dialing as opposed to tone dialing.
Is your dial command "ATDP"? instead of "ATDT"?

Hmmm. The modem (Conexant with free Linuxant driver installed) is dialling
but it's reporting the connection as busy, even though simply picking up the
phone shows that it's not -- the dialup server is picking up and screaming
happily. What's the easiest way to go about debugging this?
Also, the modem isn't making dially noises, only clicks, even though I've
turned the volume up.
