Actually, I was thinking of something else. I doubt
this is.
Look in /etc/pam.conf and /etc/pam.d/ (debian like)
or /etc/pam.d/ (redhat like), could be something in there.
If you set debug here, then it should tell you
very plainly in /var/log/auth.log (debian like) or
/var/log/secure (redhat like) what went wrong.
