Well as TUX has no noticeable genitalia I would say that it is neither.
Tux is however a linux user. Indeed after Linus Tordsvaldt ( I spelt that
wrong didn't I) Tux is the LINUX user. As penguins can't grow beards to
prove it and Linux using techies are still predominantly male I reckon Tux
is male.
I hope that rant cleared some things up for you.
The real question is why do you want to know ?
