Yip, I have verified this behaviour here.

Although I have not checked the cause, I do recall installing the
shadow suite a long time ago from source and included with it are
versions of such utilities. So I suspect SuSE have inadvertantly
included a version of chfn not designed for shadow passwords which means it
cannot determine a users real password.

Or else its broke.
