 What is "in order"? Does order matter at all? What is the right order
 for a site with a couple of thousand email users?

 Check out section 4.3 in the Sendmail Installation and Operation Guide.

 Then, the practical exercise:

# grep ^P /etc/sendmail.cf /var/spool/mqueue/qf*

 Correlate with 

# /usr/lib/sendmail -bp

 :)
