Qt is open source (and always was if used for non-commercial purposes).
But it is not licenced under the GNU public licence (GPL) or LGPL which is
a slightly different licence for libraries that might be linked with commercial
software. 

Debian and others closely associated with the Free Software Foundation
seem to have a problem with any licence that isn't GPL or LGPL. Unless it's
one of the BSD style ones - they don't seem to object too much to them.

By the way, I don't want to start a discussion on the merits or otherwise of
different licences here.  There has been more than enough waffle over the
past year or so about them all over the GNU/Linux/OS world to satisfy any
number of wannabe copyright lawyers.
