Are you running a docked CD player app in wmaker/gnome/KDE?
I've found that these tend to lock the tray, and you need to
press 'eject' on the docked app, although *that* doesn't
always work, either. Once, on RH5.2, it killed X. Repeatedly.

It could be something more obvious, but I'm just waking up
now :(
(Check permission. /dev/cdrom is just a link to a device.
Check ownership. Some things aren't accessible even though the
devicefile seems to have world-read accssibility.)
