Maybe not even sudo.
You could arrange things that if the machine was a primary server for a
zone, someone could edit their own zone file and then run named.reload
from the crontab.
I can't think of much else offhand that would require superuser
priviliges, but I'd have thought it would be possible.
Big problem of course is allowing people to install their own CGI scripts.
