It's not RFC2308 Negative Caching although it looks like it.
What's actually happening is that your nameserver has midir.ucd.ie in
its cache as a nameserver for 22.8.203.140.in-addr.arpa. However
midir.ucd.ie doesn't exist anymore, so that bad cache entry gets logged.
midir.ucd.ie was turned off about two weeks ago but a lot of the people
it was doing secondary for haven't updated their delegations to list its
replacement, ns1.ucd.ie.
BIND 8.2.x implements RFC2308 Negative Caching.
