 How does screen blanking/power saving work in X ?

 In my /etc/X11/XF86Config, I have:

Section "Screen"
    Driver      "svga"
    Device      "Riva TNT"
    Monitor     "LG 19inch"
    BlankTime   5
    StandbyTime 15
    SuspendTime 30
    OffTime     40
    Subsection "Display"
        Depth       16
        Modes       "1600x1200"
        ViewPort    0 0
    EndSubsection
EndSection

 What's wrong with this ? Do I need to use xset to turn it on ?
