We have that problem here with a Dell box that has a WinModem.
When Win95/98 runs, all is quite.  But when it runs Linux, Win3.x or
NT, the machines buzzes during mouse or network activity.  I put
it down to the modem not being initialized and doing something
silly when it sees an interrupt.

Even moving the mouse in console mode (while running gpm) causes
the buzzing, so it's not X-related.

I couldn't be bothered tracking down and fixing this, as the
particular machine is only used for multi-OS testing anyway.
