You have something like
append="ether=11,0x6500,eth0 ether=9,0x300,eth1"
in your /etc/lilo.conf? Or in config.sys if you're using loadlin..
Check /etc/interrupts. It might give more info..
Did you try and start eth1 later with ifconfig?
/sbin ifconfig eth1 down
/sbin ifconfig eth1 up
