Can't remember the details, but if you do an rpm -ql ispell
you will see where all the relevant files are stored. There
should be a library file (I think) called ipsell, this is a
link to ipsell.america. In the same directory there is an
ispell.british, just switch links. Well that's how it's done
on SuSE anyhow.
