control/rcpthosts contains a list of the domains you are willing to
relay for.
Local users, who need to relay everywhere, override the rcpthosts list
by having RELAYCLIENT set in the environment of the qmail-smtpd process
that accepts their connection. The -x option to tcpserver is perfect for
this.
