Pie in the sky solution perhaps but probabily worth mentioning.
Charge fee for UCE. Donate all procedes (less hardware costs of running
list /web server) to NPO/charity of Choice.
Now I don't know how workable this is or how many Camels would be
designed by commettee as a result but I believe it's plausibility is
worth persuing.
