try having a look at www.zope.org, although i'm not sure how suitable it
is to your needs (it might be overkill). all admin can be done through a
browser, it's written and easily customisable in python, and it seperates
the different developer roles (content, db access, gfx etc) fairly nicely.
it looks impressive, though i haven't used it yet.
