I don't know the details, but the package maintainer can
design the package to be relocatable. Then you can use
the --relocate option like:"
rpm -ihv big-packate.rpm --relocate /opt=/usr/opt
I imagine that making relocatable packages must be tricky,
because I don't see an awful lot of them.
