Use uncompress.  .Z is the traditional suffix for a file compressed
with the compress command.

$ uncompress filename.tar.Z
$ tar tvf filename.tar

There may be options to uncompress to output to stdout
so that you can avoid the intermediate file.  Man is your
friend.
