If it's dialing up every 30seconds, it sounds like routed or something is
running, and polling upstream for updated routing information or something.
Make sure it's not running any routing software. If it's a solaris box,
you just "touch /etc/notrouter", but Linux you just make sure that
/etc/rc.d/init.d/routed isn't in /etc/rc./* anywhere.
