Some checking around throws up gnu-pop3d, at
ftp://sunsite.doc.ic.ac.uk/Mirrors/sunsite.unc.edu/pub/Linux/system/daemons
Its INSTALL file mentions that it can be run both from inetd and standalone.

Give that a whirl to see if it would do the trick.
