Well, this sounds well weird, and if you're sure that's what happened, have
the machine exorcised [ I firmly believe in haunted machines BTW and have
the experience to prove it :-) ] BUT a possible solution is that it was
never there in the first place. At some point in time, and I think it was
around 6.0, Mandrake split telnet from telnetd i.e. they're now in separate
packages (I can see a 5.3 box and a 6.1 box from here, and telnet and
telnetd are together in package telnet in 5.3, but separated into packages
telnet and telnet-server in 6.1) and a fairly default installation doesn't
include the telnetd package. 

Call me a cynical bastard (too many years as a sysadmin, I'm afraid), but
I'd hazard a guess that you never installed the telnet-server package,
although that wouldn't explain why it worked at first - are you sure it did ?
