Everyone who uses ISDN has, otherwise they wouldn't have been able to make a
call :-) But facetiousness aside, this is a very interesting notion, as the
D-channel is always on but AFAIK you need support from the telecom provider
(i.e. Eircom) to make it work. There is a spec. and I remember reading a
piece about it once but I'm sorry to say that I've no idea where it was.
