Yes - there was (is ?) a company in Dublin called Workhorse who wrote such
workflow systems. John Allen, who surfaces here now and again, worked for
them many years ago.

Probably - I'm sure you could cobble something together with an office suite
involving passwords etc. but I'd hate to have to stand up in court and swear
to its reliability.
