Are you starting samba as a standalone service from /etc/rc.d/rcX.d ?
If so then inetd would be having problems binding to that port.
Else you could try upping the debuging levels of nmbd and inetd.
inetd -d
nmbd -d 3
(can go up to level 10, but thats supposed to spurt a load of krud.)
