I would get on to Eircom.
My own phone has gone through a similar process. Complete cut off, then
following maintenance a deterioration in quality. I got different errors to
you (stacks of frame errors, and dropping connections, although i could
generally make a connection). Also, line noise was audible when a call was
connected (like for voice calls). We contacted Eircom about this on a
Saturday, guy was out on Monday... checked everything in house, checked
outside, replaced a component in the street the following day, and then
everything was fine (excellent line).
If you've not fiddled with your own settings, or your modem is not shot (why
did your line die?) then it must be the fault of the line: Eircom's
responsibility.
