This isn't one of those mad RE with backreferences and across ultiple lines
and stuff ( couldn't get it to work ;) ) but it'll do what you want...

ids.pl infile.text > outfile.txt


#!/usr/bin/perl

$_ = join( '' , <> );

while ( $_ =~ /<a[^>]*?id="(.*?)"[^>]*?>/ ) {
   print $1 , "\n";
   $_ = $';
   }
