No, you don't. Use SSH, telnet is way too insecure. the server executable on the Linux box is called sshd - the package should contain a script to start it at system startup (actually Linux distros come with SSH AFAIK).
For the windows boxes you'll need an SSH client - there are a few around, I can't remember the names at the moment.
