These are ordered as they are found by controller and target, so the CD
with the lowest target number on the lowest controller which has a CD is
/dev/scd0 and so on. This of course changes as devices are added. Hence
I'm a big fan of a devfs idea which will bring Solaris/SVR4 type device
naming to Linux. It seems, however, that our glorious leader doesn't like
it all that much.
