No, but you could probably hack the IP over Avian Carriers 
protocol (RFC1149)...  You send out packets with large payloads
and arrange for the TTL to expire while the carrier is over
Cork.  Depending on the implementation, the packet will be 
dropped (must to the consternation of the lower-level inhabitants)
and the carrier will return for another packet.

Given enough carriers, you could probably carpet-bomb Cork :-)
