Cisco "wildcard bits" are the inverse of the standard netmask.  Subtract
each component of the normal netmask from 255 to get the cicso wildcard
syntax.

I also recommend the "netmask" program (supplied with Debian; dunno
about other dists) which does handy conversion between lots of different
net specifications.
