 More the include files. 

[root at willow rc.d]# /bin/rpm -qf /usr/include/ctype.h 
glibc-devel-2.1.2-11

 Seems that it's most likely that you are missing the libc devel stuff.
Also, make sure that you run:

# ln -s /usr/src/linux/include/{linux,asm} /usr/include

 So that it can find kernel include files too.
