Doesn't look like you can do it in Netscape itself.  But here's a hack:

1. Right-click mailto: URL and Copy to Clipboard
2. You're using Sawmill, aren't you?  Define a key to grab mailto: URL 
   from clipboard, trim off the mailto: part (maybe handle ?subject=
   and ?body= as well) and fire up mutt.  (Or put a button on your GNOME
   panel to do this).

Then contribute No2 back to Sawmill and we'll all mail happily-ever-after
when we get the next Sawmill release...

Actually, come to think of it, it would be nice if you could read the X
clipboard within Sawmill's extension language.  Hmmm...
