uhmmm... when you do this, are you physically accessing the box from ppp0?
eg
[remote1] ---[ppp0 box1 eth0]--------[eth0 box2]
are you telnet'ing to ppp0 from box2?
Because if you are that packet will never arrive from ppp0. Ie packet
arrives on eth0 destined for ppp-ip. kernel on box1 notices that ppp-ip is
local, and hence it doesn't go any further through the low-level network
layers to userspace, eg tcpd. It won't pass through any ipchains rules for
ppp0.
To verify the rules you will have to test from a machine actually connected
via ppp0, eg remote1.
