Neither does Ireland (though magazines and newspapers are a

No - due to the joys of EC VAT harmonisation, an end user pays VAT in the
country of purchase, and a VAT registered entity can purchase VAT free in
another EU state (becuase in principle they purchase VAT free in their own
state too) though other state vendors won't always do this for you, and
it's close to impossible to get the VAT back if you do pay it in another
EU state.
