diald will do that for you.  It creates a virtual gateway to the internet,
watches for traffic on that and dials up the internet when required.  For
security, you need to look at IPchains.  This can set up a firewall on your
router machine for when you're connected.  It will also look after IP
Masquerading which is necessary to allow clients to connect to the internet
through the server (but you say you have done this already).  I found it
necessary to set up a local DNS on my server also to avoid connections to
the internet when a client just needed to know about a local machine.  Then
all you need to do is set each client to look to your server IP as its
gateway and DNS server.

I'm writing a HOWTO on the subject but it's very incomplete at present.  You

I would be grateful for your input on using an ISDN adapter (I only have a
standard phone line and modem) especially anything on using the second ISDN
channel.  I would like to incorporate such information into the HOWTO.  The
HOWTO is essentially a gathering together of information found in a series
of HOWTOs from the Linux Documentation Project (LDP) at www.linuxdoc.org
