Last time I looked at their site (months ago before it was
rewritten to remove certain useful information) the download
charges means thusly:
You've got a certain number of MB that can be downloaded every
month (100 MB for £30 option I think). Once you go over that
limit in any month you have to pay a few pence per additional MB
what you download.
The numbers may have changed over time but I reckon that's what
they still mean.
