Suspect its one of those bastardized american sizes. You need to create a
template that has your desired default size and set it as the default 
template...

Create New Blank StarWriter Document, Format Page to correct size as you 
have been
doing already, but Go to File->Templates->Save, fill in a new name for this 
template.
To demonstrate the template goto File->New->From Template and choose this 
template
instead. To make this new template the default one browse over to its location
in the StarOffices explorer and right click and choose it to be the default 
template.
I can't give you the exact menu entry names for that part as I  have 
different components
in different languages and a lovely german explorer module.
