latex file.tex (x2 or 3 possibly) ; dvips -o file.ps file.dvi
I know that's probably a joke - but on the offchance you actually wanted
to know :)

I know very little about SGML, but I know that there are problems
turning laTeX into it - there's no problem turning sgml into laTeX
(sgml2latex (1):), but the other direction is a bit of a problem
(symbols & equations in particular cause problems for conversion). I'm
not sure what you mean by mechanically, though...
