Ah Ha!!

I seem to remember a colleague having a similar problem.  His problem
turned out to be that he had reinstalled something and had lost the
"dynamic" setting in his ppp options or something like that.  His box
was remembering the last IP Address it had been assigned before the
reinstall and was assuming that was the IP it was to use for the ISP. 
He could only get connected when the IP address assigned by the ISP
matched the one his machine was using.  Have a look at your ppp or
wvdial configuration and see if you need to tell one or the other to use
Dynamic Ip addressing.
