I've used it, but only on a FAT32 partition. It worked flawlessly and
I'd use it again. Of course a full backup is in order before taking such
a drastic step.

GNU parted can also move partitions around on the disk. It's very
flexible but the user interface is not the most friendly - fdisk style.
