fips is a DOS program that works only on FAT and FAT32 partitions. Its
primary use is to make space to install Linux when you want to keep
M$DOS / Win (Though why you'd want to do that!! :-). Unless there's a
new version, it's not available for use on ext2 partitions. It also has
limitations in that it doesn't *resize* partitions, rather it *splits*
them and works only on Primary partitions. So you have the limitation
that you cannot split a partition if there are already 4 primary
partitions on the disk. This *includes* the extended partition which is
in fact a Primary partition that is tagged as a container for logical
partitions.
