It means you have arpwatch installed. It keeps a track of the 
Ethernet Address -> IP Address mappings, and tells you if they change.
So basically, the machine that responds to 0.0.0.0 on your network
has changed Ethernet Address... (probably changed full stop).

Check the machines on your network. If it's unexpected, find out who did it..
