I came across a software package called EUROPAGATE
which seems to be almost free software, but not quite.
The license is a little too restrictive.

It appears that people in Dublin were partly responsible for
developing it:

    License Copyright (c) 1995, the EUROPAGATE consortium (see below).  The
    EUROPAGATE consortium members are:  University College Dublin Danmarks
    Tekniske Videnscenter & Bibliotek An Chomhairle Leabharlanna Consejo
    Superior de Investigaciones Cientificas Permission to use, copy,
    modify, distribute, and sell this software and its documentation, in
    whole or in part, for any purpose, is hereby granted, provided that:

Could you find the right people that I could talk with about 
changing the license?
