Most likely because they're too cheap to buy the encoder equipment which
is fairly expensive. I doubt it's a cable quality issue. The quality of
Cablelink's network isn't up to much, and any kind of cable network that
gives a picture acceptable enough to pay for should be fine for NICAM
transmission.
