Follow up to the Pilot saga: it now works.

The answer? Remove the Palm-specified init string and use an init
string of \N3 to explicitly turn on Radio Link Protocol error
correction.[0] . The recommended string of &FX4 only messes things
up, even when \N3 is used.

Contrary to what Palm support told me, PAP *is* supported, and no
script required.
