You should be able to edit the menus using 'wmakerconf' if it's
installed. Alternatively, If you look in the folder /etc/X11/wmconfig,
that's where WM should get the info for the menus ( it does on mine).
For every application you want in the menu, create a text file and name
it after the application. Here's the contents of my "xemacs" file:

xemacs name "Xemacs"
xemacs description "Whatever you want here!"
xemacs group "Editors"
xemacs exec "xemacs &"

The first field should be the same as the file name. In 'group' you can
create submenus like this - "menu/submenu". 
Re-start WM and the menus should be there.
